MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
June 4, 2024
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Adam Lee, Mike Griffith, Steve Lemmons, Beverly Kennon, LaTanya Grigsby, Bruce Blanton, Nancy Hines, Daniel Thomas, Allen Gilbert and Randy Thomas
Mr. Steve Ramsey called the meeting to order (9:00AM) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in May 2024. Discussion followed.
Mr. Jim Bonsall had spoken to Tyler Wallace with the City of Minden regarding Sanders Road. It will be an item on the agenda at the city council meeting. Mr. Bonsall will update the jury at a later time.
Mr. Daniel Thomas moved, seconded by Mr. Jim Bonsall to approve a “NO TRUCKS $500 fine” sign on Coussons Road. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Mr. Bruce Blanton to approve the Resolution from the Village of Doyline for 1 load of cold mix using Municipality Funding. Motion carried unanimously.
Mr. Adam Lee moved, seconded Mr. Daniel Thomas to approve the Resolution from the Village of Doyline to install culverts for residents inside city limits for 2024. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to look into a committee to review Blighted Property and Property Standards for the parish using ordinance 979. Motion carried unanimously.
Patrick Jackson, Parish Attorney will look into a new ordinance to clean up properties in the parish to certain standards. The jury will review at a later date.
Ms. Beverly Kennon moved, seconded by Mr. Mike Griffith to approve to change the speed limit on Gifford Hill Road from 45mph to 35mph end to end. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to approve Engineering Services to retain D. B. Graff, to serve as Parish Engineer for 4 years as of May 29, 2024. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Jim Bonsall to approve the Resolution from the Town of Sibley for 1 load of SB2 stone using Municipality Funding. Motion carried unanimously.
Mr. Roger Pitman, resident of District 9 (Gifford Hill Road) and Gwen Deloach, resident of District 9 (Celtic Lane) spoke to the jury about murky water in the bar pits around their property. They want to know if DEQ can do testing. They did bring samples with them. Discussion followed. DEQ will be at the July meeting to answer questions.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE FINANCE COMMITTEE
WEBSTER PARISH POLICE JURY
June 4, 2024
Members Present: Beverly Kennon, Chairman, Jim Bonsall, Vice Chairman, Steve Ramsey, Adam Lee, Steve Lemmons, LaTanya Grigsby, Nancy Hines, Randy Thomas, Daniel Thomas, Allen Gilbert and Mike Griffith and Bruce Blanton
Ms. Beverly Kennon called the meeting to order at 10:12A.M. and asked for additions to the agenda.
Mr. Steve Ramsey moved, seconded by Ms. LaTanya Grigsby to add Court Holiday to the agenda. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Allen Gilbert to approve the April 2024 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Ms. Beverly Kennon presented the Financial Reports for the month of May 2024 to be approved at the July 2024 Meeting.
Ms. LaTanya Grigsby moved, seconded by Mr. Mike Griffith to approve the Budget Amendments ending 5/31/2024. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Daniel Thomas to approve to add new line item in General Fund for Engineering Fees 0015860.42820. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Allen Gilbert to approve to understand that all invoices need to be signed as the new standard for accounting purposes, not just check registers approved. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Randy Thomas to approve to move the Juneteenth Court Holiday to Friday, June 14th, 2024 instead of Wednesday, June 19th, 2024 for court scheduling purposes. 11 YES, 1 NO (LaTanya Grigsby). Motion carried.

WEBSTER PARISH POLICE JURY
June 4, 2024
MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Beverly Kennon, Mike Griffith, Steve Lemmons, LaTanya Grigsby, Nancy Hines, Randy Thomas, Daniel Thomas, Allen Gilbert, Bruce Blanton and Adam Lee
Mr. Jim Bonsall called the meeting to order at 10:30am and asked
Mr. Steve Lemmons to open the meeting with prayer and asked
Mr. Mike Griffith led in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda.
Mr. Steve Lemmons moved, seconded by Ms. Nancy Hines to add District 2 Recreation Funding to the agenda. Motion carried unanimously.
There were no comments from the audience concerning the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Mike Griffith to approve invoices for payment pending review by juror Jim Bonsall. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Bruce Blanton to adopt the minutes of the May 7, 2024 Road Committee, Finance Committee, Intergovernmental Committee and Regular Meeting. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Ms. Beverly Kennon to Approve the Official Journal and Publication Journal for July 1, 2024-June 30, 2025 for the Webster Parish Police Jury. Official Journal-Minden Press-Herald and Publication Journal-Springhill News and Press Journal. Motion carried unanimously.
Mr. Johnny Johnson, Director of Webster Council on Aging addressed the intent to call an election that was the next item on the agenda. Discussion followed.
Mr. Mike Griffith moved, seconded by Mr. Adam Lee to Approve to Call for a Public Hearing: Notice is hereby given that at its meeting to be held on Tuesday, July 2, 2024 at 10:30 a.m. at its regular meeting place, the Police Jury Meeting Room, Webster Parish Courthouse Annex, 401 Main Street, Minden, Louisiana, the Police Jury of the Parish of Webster, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held within the Parish of Webster, State of Louisiana to authorize the levy of an ad valorem tax therein. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Mr. Bruce Blanton to approve Recreation Funding for District 2, $800 for Cullen Police Department for body cams to use in the department. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Mr. Adam Lee to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
There being no further business to bring before the Jury, the meeting adjourned.
