MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
August 6, 2024
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Adam Lee, Mike Griffith, Steve Lemmons, Beverly Kennon, LaTanya Grigsby, Bruce Blanton, Nancy Hines, Daniel Thomas, Allen Gilbert and Randy Thomas
Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Adam Lee to add roads outside limits of Doyline and Mowing Contract to the agenda, Motion carried unanimously.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in July 2024. Discussion followed.
Mr. Randy Thomas moved, seconded by Mr. Allen Gilbert to approve to cut bushes on Shadows Lane for sight distance problem, permission to go on land by landowner. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Ms. Beverly Kennon to approve to clean ditch to drain water for parish right of way on White Perch Lane, permission to go on land by landowner. Motion carried unanimously.
Mr. Jim Bonsall led discussion on the Weights and Standards Employee that was mentioned last month. After a lengthy discussion, contract labor in the future may be a possibility.
Ms. Wesley Johnson, Attorney from E&P Consulting discussed the Adjudication Process for Webster Parish properties.
Mr. Jim Bonsall moved, seconded by Mr. Daniel Thomas to approve the Ordinance 1023 with changes to the MOU and the Cooperative Endeavor for Adjudicated Property also giving permission to purchase “for sale” signs. Motion carried unanimously.
The Webster Parish Police Jury went out for bids for the new women’s jail facility. The jury will review the bids. Discussion followed.
Mr. Adam Lee moved, seconded by Mr. Mike Griffith to approve to put Telluran and Atheon on “NOTICE” for the damages on Harold Montgomery, Montgomery Crossing and Spurgin Road in Doyline per Parish Engineer and Parish Attorney. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Mike Griffith to amend the mowing contract from $167.50 to $205.00 per mile. Motion carried unanimously.

MINUTES OF THE FINANCE COMMITTEE
WEBSTER PARISH POLICE JURY
August 6, 2024
Members Present: Beverly Kennon, Chairman, Jim Bonsall, Vice Chairman, Steve Ramsey, Adam Lee, Steve Lemmons, LaTanya Grigsby, Nancy Hines, Randy Thomas, Daniel Thomas, Allen Gilbert and Mike Griffith and Bruce Blanton
Ms. Beverly Kennon called the meeting to order at (10:25A.M.) and asked for additions to the agenda.
Mr. Daniel Thomas moved, seconded by Mr. Mike Griffith to approve the June 2024 Financial Statement, Check Register and Bank Reconciliation and the January through June 2024 Jury/Witness Fee Account Reconciliation and January through June 2024 Retiree Account and LCDBG Bank Reconciliations. Motion carried unanimously.
Ms. Beverly Kennon presented the Financial Reports for the month of July 2024 to be approved at the September 2024 Meeting.
Mr. Randy Thomas moved, seconded by Mr. Steve Ramsey to approve to absorb the 10.7% increase from Blue Cross Blue Shield of Louisiana Insurance Plan for the Webster Parish Police Jury Employees. This will include to amend budget by $3,454.48 for the 2024 Budget year and will be effective August 1, 2024 to July 31, 2025. Motion carried unanimously.
Ms. Lisa C. Balkom led discussion that there were no findings for the 2023 Audit of Financials for the Webster Parish Police Jury.
Ms. Lisa C. Balkom addressed the Jury and stated that the 2.78 Mil tax renewal for the Courthouse buildings are coming up. The tax will need be renewed. There is an item on the Regular Agenda to call for a public hearing. Discussion followed.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
August 6, 2024
MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Beverly Kennon, Mike Griffith, Steve Lemmons, LaTanya Grigsby, Nancy Hines, Randy Thomas, Daniel Thomas, Allen Gilbert, Bruce Blanton and Adam Lee
Mr. Jim Bonsall called the meeting to order at 10:45am and asked
Mr. Steve Lemmons to open the meeting with prayer and asked
Mr. Mike Griffith led in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Ms. Beverly Kennon moved, seconded by Mr. Adam Lee to approve invoices for payment pending review by juror Beverly Kennon. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Ms. Beverly Kennon to adopt the minutes of the July 2, 2024 Road Committee, Finance Committee, Environmental Committee, Intergovernmental Committee and Regular Meeting. Motion carried unanimously.
Ms. Jennie Henry, CPA with Allen, Green & Williamson, CPA presented the 2023 Audit of Financials for the Webster Parish Police Jury.
Mr. Steve Ramsey moved, seconded by Ms. LaTanya Grigsby to approve the audit for 2023 as presented for the Webster Parish Police Jury. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to approve the Board Appointments for the Evergreen Fire Protection District to Reappoint April Shaw as Chairman and Emmett Jones as member, for a 2-year term to expire 12/31/2026. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Ms. Beverly Kennon to approve the precinct survey forms of Webster Parish voting precincts having less than 300 active registered voters. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Ms. LaTanya Grigsby to approve donation of immovable property to St. James Water System, Inc. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Ms. LaTanya Grigsby to approve to Call for a Public Hearing:Notice is hereby given that at its meeting to be held on Tuesday, September 3, 2024 at 10:30 a.m. at its regular meeting place, the Police Jury Meeting Room, Webster Parish Courthouse Annex, 401 Main Street, Minden, Louisiana, the Police Jury of the Parish of Webster, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held within the Parish of Webster, State of Louisiana to authorize the levy an ad valorem tax therein. Motion Carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Mr. Adam Lee to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
