MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
September 3, 2024
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Adam Lee, Mike Griffith, Steve Lemmons, Randy Thomas, LaTanya Grigsby, Bruce Blanton, Nancy Hines, Daniel Thomas
Absent: Allen Gilbert and Beverly Kennon
Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in August 2024. Discussion followed. Mr. Steve Ramsey asked that Conexion be on the agenda for the next meeting.
Mr. Randy Thomas moved, Mr. Daniel Thomas seconded to approve Nowhere Road, Road #1P (1228 feet long and 10 feet wide) in Webster Parish be closed for safety reasons, no residents live on the road. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to change speed limit on Thomasville Road to 45MPH end to end. Motion carried unanimously
Mr. Mike Griffith moved, seconded by Mr. Daniel Thomas to approve the Resolution from the Town of Cotton Valley for 2 loads of cold mix using Municipality Funding. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Mike Griffith to clear trees in natural drain on Yellow Pine Road on private property, permission to go on land. Motion carried unanimously.
Mr. Brad Graff, Parish Engineer discussed the letter that was sent out on damages by Tellurian Oil Company on Harold Montgomery Road, Harold Montgomery Crossing and Spurgin Road.
Mr. David Boyer, resident of Harvell Day Road addressed the jury about abandonment of Harvell Day Road approx. 162 feet to his property. Mr. Patrick Jackson, Parish Attorney stated that a Public Hearing was held a couple of years ago and it wasn’t approved to be abandoned. Closure may be an option at a later date. No action taken at this time.
Mr. Brad Graff, Parish Engineer spoke to the jury about the new technology for the Priority List for the roads in the parish. Mr. Graff got 3 different proposals for a cloud base storage program, it would possibly run between $15,000 to $20,000 per year. Discussion followed
Mr. Jim Bonsall moved, seconded by Mr. Bruce Blanton to approve a school bus turnaround on Upper Oilfield Road per request from the Webster Parish School Board-permission to go on land. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Mr. Adam to approve to purchase a chainsaw for the City of Minden Fire Department for tree removal during storms. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

WEBSTER PARISH POLICE JURY
September 3, 2024
Members Present: Jim Bonsall, Vice Chairman, Steve Ramsey, Adam Lee, Steve Lemmons, LaTanya Grigsby, Nancy Hines, Randy Thomas, Daniel Thomas, Mike Griffith and Bruce Blanton
Absent: Beverly Kennon, Chairman and Allen Gilbert
Mr. Jim Bonsall called the meeting to order at (9:45A.M.) and asked for additions to the agenda.
Mr. Steve Ramsey moved, seconded by Ms. Nancy Hines to approve the July 2024 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Ms. Beverly Kennon presented the Financial Reports for the month of August 2024 to be approved at the October 2024 Meeting.
Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve to advertise to bid and sell adjudicated properties of the Webster Parish Police Jury through E&P Consulting (List Attached) assessment #100230-130767B. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Mr. Steve Ramsey to approve Recreational Funding for District #10 for $300 to City of Minden for Ewell Park Recreation Center, a desk chair. Approve funding for District #11 to Village of Heflin for $500 to clean out culverts and remove backstop. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Ms. Nancy Hines to approve to grant a waiver for tax exemption for WHO of North Webster under R.S. 4:707 (3) (a). Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Daniel Thomas to approve any charitable organization a waiver to sell raffle tickets in Webster Parish. Motion carried unaniumously.

Mr. Daniel Thomas called the meeting to order ( 9:55a.m.) and asked for additions to the agenda.
The item on agenda concerning complaint on Avera Street property in Sarepta, Louisiana was postponed.
There being no further business to bring before the committee, the meeting adjourned.

MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Beverly Kennon, Mike Griffith, Steve Lemmons, LaTanya Grigsby, Nancy Hines, Randy Thomas, Daniel Thomas, Bruce Blanton and Adam Lee

PUBLIC HEARING (10:30A.M.)
PUBLIC HEARING: To hear comments and concerns:
To consider levying additional or increased millage rates without further voter approval or adjusted millage rates after reassessment and rolling forward to rates not to exceed the prior year’s maximum. The estimated amount of tax revenue to be collected in the next year from the increased millage is $2,857,790 and the amount of increase in taxes attributable to the millage increase is _$157,265.
**Denise Edwards, Assessor explained the millage rates after adjustment and roll forward rates to the jury and audience.

PUBLIC HEARING: To hear comments and concerns: The Police Jury of the Parish of Webster, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held within the Parish of Webster, State of Louisiana to authorize the levy an ad valorem tax therein.

Ms. LaTanya Grigsby moved, seconded by Ms. Beverly Kennon to approve invoices for payment pending review by juror LaTanya Grigsby. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Ms. Nancy Hines to adopt the minutes of the August 6, 2024 Road Committee, Finance Committee and Regular Meeting. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Ms. LaTanya Grigsby to approve to adopt the adjusted millage rate Parish Resolution 004A-2024. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Ms. Nancy Hines to approve to set forth the adjusted millage rate and roll forward to millage rate(s) not exceeding the maximum authorized rate Parish Resolution 004B-2024. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Ms. Nancy Hines to approve Webster Parish Police Jury Resolution 005-2024 which calls for a Special Election for Courthouse 2.78mil tax Renewal on December 7, 2024. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Ms. Beverly Kennon to approve to accept a Doyline Library Branch Capital Outlay Project Construction Bid that will be opened on September 17, 2024, pending approval by the Architect Prevot Design and upon legal review. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Mr. Adam Lee to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
