WEBSTER PARISH POLICE JURY
October 1, 2024
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Adam Lee, Mike Griffith, Steve Lemmons, Randy Thomas, Allen Gilbert, Bruce Blanton, Nancy Hines, Daniel Thomas and Beverly Kennon
Absent: LaTanya Grigsby
Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Steve Lemmons moved, seconded by Mr. Bruce Blanton to add Village of Heflin Municipality Funding Request and No Thru Truck Signs to the agenda. Motion carried unanimously.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in September 2024. Discussion followed.
Mr. Daniel Thomas moved, seconded by Mr. Adam Lee to approve to advertise to bid 2025 Road Material Bids for 2025. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Daniel Thomas to approve that 3 roads from each district will be submitted for review to Parish Engineer, Brad Graff for consideration on the Priority Road Listing classification. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Mr. Daniel Thomas to approve a Resolution from the Village of Doyline to repair and strengthen culvert system located at the corner of College and Strong Streets using Municipality Funding. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Mr. Jim Bonsall to approve a Resolution from the Village of Doyline to repair and strengthen culvert system located at Greentree and Park Street Intersection using Municipality Funding. Motion carried unanimously.
Ms. Leslye Krampe, Conexon representative spoke to the jury on Broadband updates in the parish.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve a Resolution from the Village of Heflin to approve to use $16,000 of Municipality Funds on Mason Phelps Road and $24,000 of District A Funds for a total of $40,000 inside city limits. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Daniel Thomas to approve to install NO THRU TRUCKS signs on Old Arcadia Road, Fuller Cemetery Road and Middle Road in District 6. Motion carried unanimously.

MINUTES OF THE FINANCE COMMITTEE
WEBSTER PARISH POLICE JURY
October 1, 2024
Members Present: Jim Bonsall, Vice Chairman, Steve Ramsey, Adam Lee, Steve Lemmons, Nancy Hines, Randy Thomas, Daniel Thomas, Mike Griffith, Allen Gilbert, Beverly Kennon and Bruce Blanton
Absent: LaTanya Grigsby
Mr. Jim Bonsall called the meeting to order at (9:45A.M.) and asked for additions to the agenda.
Mr. Steve Lemmons moved, seconded by Ms. Nancy Hines to approve the August 2024 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Ms. Beverly Kennon presented the Financial Reports for the month of September 2024 to be approved at the November 2024 Meeting.
Mr. Bruce Blanton moved, seconded by Ms. Nancy Hines to approve to accept the Annual Renewal of the GL, Property and Fleet Insurance effective October 2024-October 2025. The total premium is $675,267.12. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve to reject all bids for the Women’s Jail Facility that were opened on 7/31/24 by Cothren, Graff and Smoak Engineering. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Mike Griffith to approve for Cothren, Graff and Smoak to advertise to bid the Women’s Jail Facility at a later date upon revision of the plans. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Adam Lee to approve Recreation Funding:District 8-Minden Police Department-$500 winch for police cars District 9-Minden Police Department-$700 winch for police cars Dorcheat Historical Museum-$300 media players for the museum District 10-Minden Police Department-$500 winch for police cars. Motion carried unanimously.
Ms. Lisa C. Balkom, Secretary-Treasurer, presented the budgets for the Webster Parish Police Jury Office of Community Services that were prepared by Director, Ms. Melinda Davison. These are for review for the 2024/2025 budget year. The jury reviewed and the WPPJOCS will approve at their board meeting.
Mr. Steve Lemmons moved, seconded by Mr. Allen Gilbert to approve the Procurement Policy and Procedures for the Webster Parish Police Jury and LCDBG Water Project. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Mike Griffith to approve to Sit as the Board of Review for the 2024 Taxes of Webster Parish on Tuesday, October 1, 2024 at 10:30a.m. Motion carried unanimously.

MINUTES OF THE INTERGOVERNMENTAL
COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
October 1, 2024
MEMBERS PRESENT: Daniel Thomas, Chairman; Randy Thomas, Vice-Chairman; Mike Griffith, Steve Ramsey and Adam Lee
Absent: LaTanya Grigsby
Mr. Daniel Thomas called the meeting to order (10:20a.m.) and asked for additions to the agenda.
Mr. Daniel Thomas led discussion on the complaint on Avera Street in Sarepta, Louisiana. A blighted property complaint was filed and the parish attorney sent a letter to the landowner. The landowner is now burning items on the property and DEQ has stepped in. The parish has agreed to allow DEQ to handle the complaint for cleanup.
Mr. Mike Griffith moved, seconded by Mr. Steve Ramsey to approve Louisiana Department of Environmental Quality to have residents comply with authorized disposal of solid waste to be in compliance with the law. Motion carried unanimously.
The next item on the agenda was to make the jurors aware of a letter from the City of Springhill of complaints of several adjudicated properties in need of clean up. Parish Attorney, Patrick Jackson said we have no legal duty to clean the property since they do not belong to the jury. We will send a letter to the city.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
October 1, 2024
MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Beverly Kennon, Mike Griffith, Steve Lemmons, Allen Gilbert, Nancy Hines, Randy Thomas, Daniel Thomas, Bruce Blanton and Adam Lee

BOARD OF REVIEW: To sit as a Board of Review of the 2024 assessment of real and personal property of the Parish of Webster, State of Louisiana:
- Fusion Flow Control, LLC Assessment #135427 WITHDRAWN this morning.
There was no additional protest presented to the Board of Review.
Ms. Denise Edwards, Assessor presented information on the protests filed.
Ms. Nancy Hines moved, seconded by Mr. Mike Griffith to uphold the decision of the Webster Parish Assessor for the 2024 taxes. Motion carried unanimously.

Mr. Jim Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Mr. Mike Griffith moved, seconded by Mr. Allen Gilbert to approve invoices for payment pending review by juror Mike Griffith. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to adopt the minutes of the September 3, 2024 Road Committee, Finance Committee and Regular Meeting. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Mr. Daniel Thomas to approve the Report of the Board of Review and Certification of the 2024 Assessment of Property of Webster Parish. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to approve the Annual Off System Bridge System Requirements for 2024, Ordinance #856 Amended, and 006-2024 Resolution. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve Board Appointments for the Heflin Fire Protection District 12 to Reappoint Larry Hedrick and Joe Robinson to a 2- year term from June 1, 2024 to May 31, 2026. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Mr. Allen Gilbert to approve Board Appointments for the Webster Parish Fire Protection District 8 to Reappoint Yolanda Palmer to a 2- year term beginning September 1, 2024. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Mr. Adam Lee to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Adam Lee to approve the action taken at the Intergovernmental Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
