WEBSTER PARISH POLICE JURY
November 6, 2024
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Adam Lee, Mike Griffith, Steve Lemmons, Randy Thomas, Allen Gilbert, Bruce Blanton, Nancy Hines, Daniel Thomas and LaTanya Grigsby
Absent: Beverly Kennon
Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Steve Lemmons moved, seconded by Mr. Daniel Thomas to add Charlie West annual leave request to the agenda. Motion carried unanimously.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in October 2024. Discussion followed.
Mr. Daniel Thomas moved, seconded by Mr. Adam Lee to approve a Resolution from the Town of Sarepta to repave a section of Crow Lake Road from 185 Crow Lake to Harper Street using Municipality Funding. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Mr. Allen Gilbert to approve a Resolution from the Town of Cotton Valley to purchase utility trailer, Kubota front end bucket for tractor, weed eaters, back pack blower, saw, water/sewer piper, blades, diamond wheel, spool wire, oil, chute, blades and signage for right of way clean up using Municipality Funding. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Mr. Jim Bonsall to approve a Resolution from the Village of Dixie Inn for loads of ditch dirt for drainage for the road going into the village ball park using Municipality Funding. Motion carried unanimously.
Mr. Brad Graff discussed Priority Roads for Webster Parish.
Mr. James Montgomery, business owner from Goodwill Frontage Road updated the jury on the meeting with DOTD in Baton Rouge and Secretary Joe Donahue. Discussion followed.
Mr. Adam Lee moved, seconded by Mr. Jim Bonsall to close the last 162 feet of Harvell Day Road at the dead end. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Mr. Daniel Thomas to approve Mr. Charlie West to take 1 month of annual leave as of December 2, 2024 to January 6, 2025. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE FINANCE COMMITTEE
WEBSTER PARISH POLICE JURY
November 6, 2024
Members Present: Jim Bonsall, Vice Chairman, Steve Ramsey, Adam Lee, Steve Lemmons, Nancy Hines, Randy Thomas, Daniel Thomas, Mike Griffith, Allen Gilbert, LaTanya Grigsby and Bruce Blanton
Absent: Beverly Kennon
Mr. Jim Bonsall called the meeting to order at (9:45A.M.) and asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Steve Lemmons to add the Webster Parish Police Jury Office of Community Services Budget to the agenda. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Adam Lee to approve the September 2024 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Jim Bonsall presented the Financial Reports for the month of October 2024 to be approved at the December 2024 Meeting.
Mr. Randy Thomas moved, seconded by Mr. Mike Griffith to approve to amend the Procurement/Contract Policy for affirmative steps to procure minority firms, women’s business enterprises, veterans-owned businesses and labor surplus area firms for bid process. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Ms. LaTanya Grigsby to approve Budget Amendments as of 10/31/2024. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve for Cothren, Graff, and Smoak to advertise to bid the Women’s Jail Facility after revision of plans, bid to be opened on December 2, 2024. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Mr. Adam Lee to approve Recreation Funding for District 12 for $1000 to the District #3 Fire Department to purchase chain saws, District 10 $100 for the Webster Parish Council on Aging and $100 for the Webster Parish Office of Community Services. Motion carried unanimously.
Mr. Bump Skaggs with The Coordinating and Development Cooperation spoke to the jury about possible grant funding in the parish through CDC.
Mr. Brian Williams, City of Minden Fire Chief gave a fire report and updated the need for funding on the rescue equipment needs in the parish. The 2025 budget will be voted on in the December meeting.
Ms. Lisa C. Balkom, Secretary-Treasurer, presented the Head Start Food Service Operating budgets for the Webster Parish Police Jury Office of Community Services that were prepared by Director, Ms. Melinda Davison. These are for review for the 2024/2025 budget year. The jury reviewed and the WPPJOCS will approve at their board meeting.
There being no further business to bring before the committee, the meeting adjourned.

WEBSTER PARISH POLICE JURY
November 6, 2024
MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Beverly Kennon, Mike Griffith, Steve Lemmons, Allen Gilbert, Nancy Hines, Randy Thomas, Daniel Thomas, Bruce Blanton, LaTanya Grigsby and Adam Lee
Mr. Jim Bonsall called the meeting to order at 10:30 a.m. he asked
Mr. Steve Lemmons to open the meeting with prayer and asked
Mr. Mike Griffith to lead in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Ms. Nancy Hines moved, seconded by Mr. Bruce Blanton to approve invoices for payment pending review by juror Nancy Hines. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Ms. LaTanya Grigsby to adopt the minutes of the October 1, 2024 Road Committee, Finance Committee, Intergovernmental Committee and Regular Meeting. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Mr. Adam Lee to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
