MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

February 4, 2025

 

MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Mike Griffith, Randy Thomas, Nancy Hines, Daniel Thomas, Allen Gilbert, Adam Lee and LaTanya Grigsby

Absent: Beverly Kennon, Steve Lemmons and Bruce Blanton

 

Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Mr. Mike Griffith to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.

 

Mr. Randy Thomas moved, seconded by Mr. Mike Griffith to add Doyline, Springhill, Dixie Inn municipality funding to the agenda. Motion carried unanimously.

 

Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in January 2025. Discussion followed.

 

Mr. Allen Gilbert moved, seconded by Mr. Mike Griffith to approve a Resolution from the Town of Sibley for 1 load of cold mix using Municipality Funding. Motion carried unanimously.

Mr. Jim Bonsall moved, seconded by Ms. Nancy Hines to approve a Resolution from the Town of Sibley for installation of culverts for the citizens inside the town in 2025. Motion carried unanimously.

Mr. Adam Lee moved, seconded by Mr. Daniel Thomas to approve to change the speed limit on Mary Ray Road to 15MPH end to end in Webster Parish. Motion carried unanimously.

Mr. Mike Griffith moved, seconded by Mr. Allen Gilbert to approve a Resolution from the Town of Cullen for 2 loads of rock using Municipality Funding. Motion carried unanimously.

Mr. Jim Bonsall moved, seconded by Mr. Daniel Thomas to approve a Resolution from the Village of Dubberly for installation of culverts for the residents in the village for 2025, filling potholes inside the village for 2025 using Municipality Funding and cleaning brush and ditches inside the village for 2025. Motion carried unanimously.

Mr. Adam Lee moved, seconded by Mr. Randy Thomas to approve a Resolution from the Village of Doyline for installation of culverts for the residents in the village for 2025. Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve a Resolution from the City of Springhill for 1 load of cold mix for the city. Motion carried unanimously.

Mr. Mike Griffith moved, seconded by Mr. Jim Bonsall to approve a Resolution from the Village of Dixie Inn for load of SB stone, topsoil, backpack blower with battery, chainsaw, weed eater, pressure washer, exmark tires for the mower, generator, drainage pipe (all for right of way clean up and mowing for the village) using Municipality Funding. Motion carried unanimously.

There being no further business to bring before the committee, the meeting adjourned.

                                                                     MINUTES OF THE FINANCE COMMITTEE

WEBSTER PARISH POLICE JURY

February 4, 2025

Members Present: Jim Bonsall, Vice Chairman, Steve Ramsey, Steve Lemmons, Nancy Hines, Randy Thomas, Daniel Thomas, Mike Griffith, LaTanya Grigsby, Beverly Kennon, Allen Gilbert, Adam Lee and Bruce Blanton

                                               

Mr. Jim Bonsall called the meeting to order at (9:45A.M.) and asked for additions to the agenda. 

 

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to add the recreation funding for District 6 to the agenda. Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mr. Jim Bonsall to approve the December 2024 Financial Statement, Check Register and Bank Reconciliation and the July 2024- December 2024 LCDBG, Retiree and Jury/Witness Fee Bank Reconciliations.  Motion carried unanimously.

 

Ms. Beverly Kennon presented the Financial Reports for the month of January 2025 to be approved at the March 2025 Meeting.

 

Mr. Jim Bonsall moved, seconded by Mr. Steve Ramsey to amend Chapter 5 Special Events Ordinance as of 02/04/2025. Motion carried unanimously.

Mr. Allen Gilbert moved, seconded by Ms. LaTanya Grigsby to approve to surplus and bid to sell on Govdeals.com items listed from the Webster Parish Police Jury and Webster Parish OEP inventories. Motion carried unanimously. (list attached)

Mr. Jim Bonsall moved, seconded by Ms. LaTanya Grigsby to approve Recreation Funding for District #6 and District #8 for $500 each district for the Farm of Cultural Crossroads for a heater for the center. Motion carried unanimously.

Mr. Jim Bonsall moved, seconded by Mr. Daniel Thomas to add Recreation Money for District #7 to the agenda. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Daniel Thomas to approve to expend $1000 for Recreation Funding for District #7 for the Village of Dubberly Police Department for a transmission for a police car. Motion carried unanimously.

                                          MINUTES OF THE INTERGOVERNMENTAL

                                                          COMMITTEE MEETING

                                                 WEBSTER PARISH POLICE JURY

                                                                February 4, 2025

 

MEMBERS PRESENT: Daniel Thomas, Chairman; Randy Thomas, Vice-Chairman; Mike Griffith, Steve Ramsey, LaTanya Grigsby and Adam Lee

 

Mr. Daniel Thomas called the meeting to order and asked for additions to the agenda.

 

Mr. Adam Lee moved, seconded by Ms. LaTanya Grigsby to approve a Cooperative Endeavor Agreement between the Village of Doyline and the Webster Parish Police Jury to donate a piece of parish property, Assessment No. 128521 to the village (Patrick Jackson will prepare transfer documents). Motion carried unanimously.

 

Mr. Adam Lee moved, seconded by Mr. Mike Griffith to approve to have Parish Attorney move forward to take action on the complaint on 390 Avera Street, Sarepta, LA 71071. Motion carried unanimously.

                               WEBSTER PARISH POLICE JURY

                               February 4, 2025

 

MEMBERS PRESENT:  Jim Bonsall, President; Steve Ramsey, Vice President; Mike Griffith, Steve Lemmons, Nancy Hines, Randy Thomas, Daniel Thomas, Bruce Blanton, LaTanya Grigsby, Allen Gilbert, Beverly Kennon and Adam Lee

 

 

Mr. Jim Bonsall called the meeting to order at 10:30AM and asked

 Mr. Steve Lemmons to open the meeting with prayer and asked

Mr. Mike Griffith to lead in the Pledge of Allegiance.

 

Mr. Jim Bonsall then asked for additions to the agenda.

There were no comments from the audience concerning the agenda.

 

Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve invoices for payment pending review by juror Bruce Blanton.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Ms. Nancy Hines to adopt the minutes of the January 7, 2025 Regular Meeting. Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to approve Resolution of Support for Local Government Assistance Program for the Webster Parish Police Jury for $100,000 from the Office of Community Development. Motion carried unanimously.

Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to approve an Ordinance 1023-001 to authorize an act of sale by the Parish of Webster to sell certain adjudicated properties (parcels 115027 and 121806) by public auction held on January 27, 2025. Motion carried unanimously.

  Mr. Milton McDonald resident of Rice Road addressed the jury about the condition of the roads and the Striping on Rice Road.

  Ms. Kelly Seegers resident of Pirough Church Road addressed the jury about a noise ordinance and a shooting range in her       neighborhood.

  Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held   earlier today. Motion carried unanimously.

  Ms. Beverly Kennon moved, seconded by Mr. Bruce Blanton to approve the action taken at the Finance Committee Meeting held     earlier today. Motion carried unanimously.

  Mr. Daniel Thomas moved, seconded by Mr. Adam Lee to approve the action taken at the Intergovernmental Committee Meeting   held earlier today. Motion carried unanimously.

  Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting   adjourned.
