MINUTES OF THE ROAD COMMITTEE

                                                                               WEBSTER PARISH POLICE JURY

  April 1, 2025

MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Mike Griffith, Randy Thomas, Nancy Hines, Steve Lemmons, Allen Gilbert, Bruce Blanton, Beverly Kennon, Daniel Thomas, Adam Lee and LaTanya Grigsby

Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.

Mr. Adam Lee moved, seconded by Mr. Mike Griffith to add to clean ditches in Doyline. Motion carried unanimously.

Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in March 2025. Discussion followed.

Mr. Allen Gilbert moved, seconded by Ms. Nancy Hines to approve the Resolution from the Town of Cullen for 2 loads of cold mix using Municipality Funding. Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve the Resolution from the City of Springhill for 1 load of cold mix using Municipality Funding. Motion carried unanimously.

Mr. Mike Griffith moved, seconded by Ms. Nancy Hines to approve the Resolution from the Town of Cotton Valley to install culverts for the residents inside city limits of Cotton Valley. Motion carried unanimously.

Mr. Adam Lee moved, seconded by Mr. Jim Bonsall to approve the Resolution for the Village of Doyline to clean ditches inside the village. Motion carried unanimously.

There being no further business to bring before the committee, the meeting adjourned.

                                                                   MINUTES OF THE FINANCE COMMITTEE

WEBSTER PARISH POLICE JURY

April 1, 2025

Members Present: Jim Bonsall, Vice Chairman, Steve Ramsey, Steve Lemmons, Nancy Hines, Randy Thomas, Mike Griffith, LaTanya Grigsby, Allen Gilbert, Bruce Blanton, Beverly Kennon, Adam Lee and Daniel Thomas

Ms. Beverly Kennon called the meeting to order at (9:35A.M.) and asked for additions to the agenda. 

Ms. LaTanya Grigsby moved, seconded by Mr. Daniel Thomas to approve the February 2025 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.

Ms. Beverly Kennon presented the Financial Reports for the month of March 2025 to be approved at the May 2025 Meeting.

Ms. Arnetra King with Entergy discussed the upcoming franchise renewal with the Webster Parish Police Jury. The jury had several concerns and questions regarding the proposed 50 -year agreement. The franchise renewal agreement isn’t up for renewal until January 2026. The jury did have some concerns. They asked Ms. King if we can change the agreement to 25 years. They also asked for faster response time to help with downed trees after storms. It was also mentioned to help with local fire departments that the power be cut off after storm damage. The juror would like to add an addendum to the CEA that would state: “to work as a partner with the Parish of Webster to maintain attention to trees in the parish right of way.” Parish Attorney Patrick Jackson will send a draft proposal to Entergy for review.

                                       MINUTES OF THE REGULAR MEETING

                             WEBSTER PARISH POLICE JURY

                                  April 1, 2025

MEMBERS PRESENT:  Jim Bonsall, President; Steve Ramsey, Vice President; Mike Griffith, Steve Lemmons, Nancy Hines, Randy Thomas, Bruce Blanton, LaTanya Grigsby, Allen Gilbert, Daniel Thomas and Adam Lee

Absent: Beverly Kennon

Mr. Jim Bonsall called the meeting to order at 10:30AM and asked

 Mr. Steve Lemmons to open the meeting with prayer and asked

Mr. Mike Griffith to lead in the Pledge of Allegiance.

Mr. Jim Bonsall then asked for additions to the agenda.

There were no comments from the audience concerning the agenda.

Mr. Adam Lee moved, seconded by Mr. Daniel Thomas to approve invoices for payment pending review by juror Adam Lee.  Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Ms. LaTanya Grigsby to adopt the minutes of the March 4, 2025 Road Committee, Finance Committee, and Regular Meeting. Motion carried unanimously.

Mr. Adam Lee moved, seconded by Mr. Randy Thomas to approve the Board Appointments for Doyline Waterworks District #1 to reappoint Beth Walker to another 4-year term to expire April 2029 and to appoint Randall Hatfield and Travis Herren to a 3-year term to expire April 2028 and to appoint Mark Homan to a 4- year term to expire April 2029. Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve change of ownership for the 2025 High Alcohol Permit for Springhill Country Club. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.

Mr. Mike Griffith moved, seconded by Ms. LaTanya Grigsby to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.

Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
